Jay Weaver, PharmD, MPH, is Vice President of Payer Relations at PANTHERx Rare Pharmacy, where he leads strategies to strengthen partnerships with PBMs and health plans to ensure access to innovative therapies for rare disease patients. With over two decades of experience spanning pharmacy benefits, payer strategy, and healthcare analytics, Jay has built a career at the intersection of clinical outcomes, business intelligence, and patient access.  Before joining PANTHERx, Jay served as Chief Pharmacy Officer at Blue Cross-Blue Shield of Kansas City and held senior leadership roles with Health Care Service Corporation, Centene, Medco Health Solutions, and the American Cancer Society. He also founded Glass Elevator, an enterprise focused on developing industry-leading utilization management programs for health plans.  Jay earned his Doctor of Pharmacy and Master of Public Health in Epidemiology from the University of Florida, where he also completed a Drug Information Residency.
