Matt Dingbaum is a fraud investigator for the Bureau of Investigation & Identity Protection with the Iowa Department of Transportation. Matt is assigned to the Eastern Iowa area and primarily works criminal cases involving identity theft and identity fraud, motor vehicle fraud, title fraud, dealership fraud, and odometer fraud. Matt travels around the nation presenting case studies involving identity theft and motor vehicle crimes. In 2015, Matt was invited to attend training at the Federal Law Enforcement Training Center in Georgia with Homeland Security Investigations. In 2016 he completed the FBI’s Face Comparison and Identification Training. In 2016 Matt was awarded the AAMVA Region III Fraud Prevention and Detection Law Enforcement Individual Award for his work in disrupting a multi-million-dollar vehicle fraud scheme involving several states. In 2021 Matt was again awarded the AAMVA Region III Fraud Prevention and Detection Law Enforcement Individual Award for his work in a large-scale federal odometer case in which a car dealership was utilizing straw buyers to title vehicles in Iowa to distance the vehicles from the dealership, roll back the odometers, and sell the vehicles to unsuspecting buyers. Matt is currently on the AAMVA National Motor Vehicle Title Information System Law Enforcement Subcommittee and is the President of the National Odometer and Title Fraud Enforcement Association. Matt also participates and has presented at the Document Security Alliance (DSA) meeting in Arlington Virginia and Identity Week America held in Washington DC.
