Lucy Rimensnyder, Senior Consultant, Blue Cavalry Solutions

Lucy Rimensnyder is a Senior Consultant at Blue Cavalry Solutions with nearly 20 years shaping how aviation security technology moves from concept to reality. At the Transportation Security Administration, Lucy served as a Strategy & Innovation Program Manager on the Innovation Task Force, where she managed pilots and programs to prove whether emerging technologies like biometrics and advanced screening systems could work in live airport environments. She developed and implemented TSA's industry exchange program, bringing together government, industry, and airport partners to identify gaps, pressure-test new technologies, and accelerate adoption. Her work brought together government and industry and put emerging technologies in front of decision-makers at global forums. In recognition of her leadership, she was promoted to Acting Branch Manager, where her team delivered every modernization project on time and within budget. Prior to her work on the Innovation Task Force, Lucy spent nearly four years in TSA's Office of Global Strategies, where she drove both operational and organizational strategy. She developed KPI frameworks that enabled leadership to accurately assess program performance, budget execution, and mission readiness. She helped redesign the agency's risk mitigation frameworks, reducing operational risk and strengthening international aviation compliance. Lucy holds a Bachelor of Arts in Communications from the University of Denver and is certified in DHS Program Management Level 1. She now brings that operational and strategic depth to Blue Cavalry Solutions, where she advises clients across the aviation security ecosystem on digital identity, biometric screening, federal technology assessment, and modernization strategy.
