  Bryan Dalphy is a career public servant within the Government of Canada with over 30 years of experience in executive and managerial roles. Bryan currently serves as a Deputy Director at Health Emergency Readiness Canada (HERC), a special operating agency within the department of Innovation Science and Economic Development Canada responsible for industrial capacity and driving innovation in Canada’s biomanufacturing and life science sector. At HERC Bryan leads a team responsible for HERC’s international partnerships, outreach and engagement. Bryan is passionate about pursuing partnerships with like-minded countries and organizations that accelerate industrial health security, medical countermeasure innovation and pandemic preparedness and was instrumental in establishing partnerships within the highly successful Canada-UK Biomanufacturing Collaboration in 2023 along with other such agreements. Prior to his time at HERC, Bryan held various position within Innovation Science and Economic Development Canada’s Industry Sector where he supported industrial policy and strategy development to grow Canada’s aerospace, defence and automotive sectors.
