Sarah is the Director for Commercial, Vaccines and Countermeasures Delivery (CVCD) at the UK Health Security Agency (UKHSA). She is an accredited Commercial Specialist and part of the Government Commercial Function’s senior leadership team. Sarah was the Commercial Director and Head of the Procurement and Contract Management Profession at the Department for Transport before joining the Cabinet Office as the Delivery Director working to the Chief Executive of the Civil Service. Her role at the Cabinet Office included improving public sector productivity and efficiency, leading Civil Service Governance, implementing the functional agenda across government and reforming CO Spend Controls. Sarah joined NHS Test and Trace in September 2020 as Commercial Director for Sourcing and Delivery before becoming UKHSA’s Commercial Director in 2022 and Director for Commercial, Vaccines and Countermeasures Delivery in 2025.
