Mahmoud Elsakhawy is Vice Director, Mobile Networks Supervisory Department at Rakuten Mobile, where he oversees end-to-end mobile network performance, capacity governance, and quality assurance for one of the world’s first fully virtualized, cloud-native Open RAN mobile networks.

With over 18 years of experience in telecommunications, Mahmoud specializes in network performance, capacity planning, virtualization, and customer experience management across RAN, core, cloud, IP transport, and service domains. At Rakuten Mobile, he has led the E2E Performance and Capacity business unit, managing network benchmarking, AI- and analytics-driven optimization, capacity forecasting, and governance across large-scale virtualized mobile infrastructure.

Prior to Rakuten, Mahmoud held senior network quality and performance roles at Vodafone Turkey and Vodafone Egypt, where he worked on network benchmarking, virtualization, customer experience analytics, regulatory performance leadership, and core network optimization. He was also involved in the introduction of Vodafone Egypt’s first virtualized core network elements.

Mahmoud holds a Bachelor’s degree in Electronics and Communications Engineering from Cairo University. He is also named as an inventor on patents related to anomaly detection, root cause analysis, and network capacity management.
