Dr. Rafah Alarrouqi is a leading expert in smart mobility and transport innovation, currently serving as the Technical Affairs and Innovation Manager at Mowasalat (Karwa), Qatar’s state-owned transportation company. With over a decade of experience spanning public policy, intelligent transportation systems, and sustainable mobility, she spearheads national projects on electric and autonomous vehicles, digital fleet optimization, and smart city integration.
Prior to joining Mowasalat, Dr. Alarrouqi held senior roles in Qatar’s Supreme Council for Economic and Investment Affairs, where she played a strategic role in monitoring sector performance and shaping national economic policies under the third National Development Strategy (NDS.03).
Dr. Alarrouqi holds a Ph.D. in Logistics and Supply Chain Management, where her research focused on the energy consumption of battery electric buses under extreme climatic conditions. She also holds a Master’s degree in the same field and a Bachelor's degree in Electrical Engineering. With a proven track record in leading innovation projects, regulatory engagement, and multi-stakeholder coordination, she is a frequent contributor to policy and innovation panels.
