Matthew Lightner is a Supervisory Assistant Chief (SAC) in the Systems Division of the U.S. Border Patrol’s Strategic Planning and Analysis Directorate, where he plays a pivotal role in overseeing the development and enhancement of enforcement systems, such as the Enforce 3rd Generation (e3), Unified Processing, and more. His responsibilities include ensuring system compliance with legislative changes, White House directives, and recommendations from the Office of the Inspector General and the Government Accountability Office. SAC Lightner has also demonstrated results-driven leadership by representing U.S. Border Patrol in high-level meetings, contributing to the development of numerous enforcement systems, and playing a key role in the successful implementation of operational improvements. With over 18 years of experience in law enforcement, SAC Lightner has been integral in strengthening cross-agency collaborations and advancing operational objectives, which earned him numerous awards, including the 2023 Secretary’s Award for Innovation and the 2022 Commissioner’s Award.
