AI agents are neither humans, who are legal persons, nor machines, which are deterministic and owned. They act with judgment on someone else's behalf, and no policy framework claims them. The standards are arriving fast: NIST has put agent identity on the federal agenda, the IETF is writing delegation into the token itself, and a post-quantum deadline now binds federal signatures. The accountability is arriving nowhere. This session traces the gap — from a statute written in 1986 to centuries of agency law that already solved delegation — and closes with four things identity teams can build before Congress acts.
