Ms. Chang Elison leads the Identity Management (IDM) Development group in TSA’s Security Capabilities group. As the Branch Manager, Ms. Ellison’s primary focus is building standards and requirements for identity proofing and enrollment for passengers and individual interacting with TSA. In this role, Ms. Ellison led the development and publication of the TSA Identity Management Roadmap articulating the vision, goals and objectives for identity within TSA’s security mission. She also leads the development and tailoring of national and international identity standards and the research and development of technologies in support of TSA’s critical role at checkpoints. The current focus for the IDM Capability Development team is the development of digital identity functions and capabilities in partnership with leading edge technology providers and aviation partners. Ms. Ellison’s previous roles within TSA included the management of credential programs serving the aviation, surface and maritime industries.
