Tuan Haji Mohd Hanafi bin Samad currently serves as the Director of the Johor State Education Department (Jabatan Pendidikan Negeri Johor), overseeing the strategic implementation of national education policies across 1,194 schools in Malaysia’s southernmost state. With over three decades of experience in the education sector, he is widely recognized for his visionary leadership, collaborative approach, and commitment to raising educational standards through innovation and equity. Appointed as State Director in February 2024, Tuan Haji Hanafi has been instrumental in spearheading initiatives that strengthen instructional leadership, promote holistic student development, and embed digital learning practices aligned with the Dasar Pendidikan Digital KPM 2023 (Malaysia's Digital Education Policy). Under his leadership, Johor has piloted transformative programs that integrate technology across the curriculum, empower teacher digital competencies, and expand access to inclusive education. A strong advocate for values-based education and community engagement, Tuan Haji Hanafi actively collaborates with school leaders, district education offices, and international partners to create impactful, student-centered ecosystems.
