Angela K. Shen, ScD, MPH Adjunct Associate Professor in the School of Medicine and Senior Fellow at the Leonard Davis Institute of Health Economics University of Pennsylvania, and retired Captain in the US Public Health Service. Dr. Shen is a vaccine policy expert and health services researcher with over 25 years of experience, specializing at the intersection of policy, practice, and research in health disparities, access to immunization services, vaccine confidence, barriers to innovation, and global health. During her federal career Dr. Shen held leadership roles in the US government health infrastructure at the US Department of Health and Human Services—including the Centers for Disease Control and Prevention, Food and Drug Administration, Administration for Children and Families, Office of the Assistant Secretary for Health— and the Department of State in the US Agency for International Development. She has an extensive record of health services research and has published over 100 peer-reviewed publications and opinion pieces and as a regulator licensed over 10 biologic products, including four vaccines. She serves on the volunteer board of Voices for Vaccines and was the Chair of the 2024 National Conference for Immunization Partnerships and Coalitions. Dr. Shen is also a public health consultant working on improving access to vaccines and strengthening immunization infrastructure in the US and globally. Most notably, she is the Co-Girl Scout Troop Leader of Troop 544 in Wayne, PA.
