Sanjay Pangaonkar is Director of Transport Network Planning & Transformation at Cellcard, where he leads network architecture, planning, automation, and transport infrastructure strategy across the Royal Group’s telecommunications businesses. His responsibilities span IP, DWDM, FTTX, submarine cable infrastructure, network transformation, and next-generation connectivity solutions supporting both consumer and enterprise services.

He brings more than 24 years of experience across telecommunications, ICT, data centres, cloud infrastructure, and network transformation. His expertise covers network architecture, transport networks, IP/MPLS, optical networking, mobile core, fixed and wireless access technologies, network automation, and large-scale infrastructure deployment.

Prior to joining Cellcard in 2025, Sanjay served as Associate Consultant at Netcom Global Partners and held regional leadership roles with Ribbon Communications, Nokia, Ananda Livemore, Alcatel-Lucent Shanghai Bell, Ooredoo Myanmar, Globacom, Ericsson, and Bharat Sanchar Nigam Limited (BSNL).

Throughout his career, he has led network planning, solution design, business development, pre-sales, and deployment programmes across Asia and Africa. He has been responsible for major network expansion and transformation initiatives involving 2G, 3G, 4G, 5G, IP/MPLS, DWDM, SD-WAN, cloud transformation, OSS/BSS, network sharing models, and enterprise connectivity solutions.

Sanjay holds a Bachelor's degree in Electronics Engineering from Savitribai Phule Pune University. His experience combines deep technical expertise with commercial strategy, helping operators and enterprises modernise infrastructure, improve operational efficiency, and support long-term digital transformation objectives.
