Peng Mingan is Chief Technology Officer of ETL Company Limited, bringing more than 30 years of experience in telecommunications technology, network operations and management across Laos and China.

He joined ETL in 2019 following a long career with China Unicom’s Yunnan branch, where he served as General Manager of the Planning and Construction Department. His experience covers the planning, construction, operation and maintenance of large-scale telecommunications networks, including leadership of major provincial and national-level infrastructure projects.

Peng also has experience across software architecture, cloud computing and big data. He has been involved in the development of billing, BOSS and operational management systems, alongside the integration of online and offline technology architectures. His career includes more than a decade in senior management positions and experience leading teams of over 80 people.

Earlier in his career, Peng was a Department Manager at Yunnan Communications Co., Ltd. He holds a Bachelor's degree in Electronic Information Engineering from Tianjin University and a Master's degree in Electronic Information Engineering from Xi'an Jiaotong University.
