Dr. Cemal Dikmen has been a cornerstone of SS8 since its beginning in 1995, serving as its Chief Technology and Security Officer. He leads the company’s strategic vision, product evolution, cybersecurity posture, and technical direction, ensuring SS8 stays ahead in the fast-moving world of lawful intelligence.
A respected expert in lawful compliance and communications analytics, Cemal is a frequent speaker at global industry forums and the author of numerous thought leadership pieces covering topics such as counterterrorism, software assurance in lawful intelligence, and the ethics of AI in surveillance.
At SS8, he drives engineering innovation—fusing telecom expertise, software automation, and AI-driven development and testing to deliver scalable, high-reliability solutions that support national security and public safety operations worldwide.
Prior to SS8, Cemal held engineering and business development roles at NewNet, ADC Telecommunications, and Telenity. He holds BS, MS, and PhD degrees in Electrical Engineering and remains at the forefront of developing next-generation lawful and location intelligence systems.
