Peter has spent over 25 years working on key digital delivery projects in Wales, more recently supporting or leading Digital Infrastructure developments, in priority areas, such as LoRaWAN deployments in Wales, facilitation of the recent DSIT Funded 5G Drive Project, and the Welsh Government’s Smart Towns Wales project. His work also includes partnerships with telecommunication companies, exploiting emerging technologies to deliver impressive achievements such as the StarBws project, a proof-of-concept project using Low Earth Orbit satellite that enables an always on internet connection on a rural bus with its own, licensed, on-board mobile network. This has enabled connected journeys to become productive ones, with “in motion” Teams video call capability, with second-by-second bus location updates, empowering passengers to use their time optimally, and proving a model that works at a relatively low cost for other forms of transportation. StarBws, alongside a parallel initiative in Scotland, enabled Peter Williams and Dr. Robert Gardner to successfully conduct a Microsoft Teams call - each connected via Low Earth Orbit (LEO) satellite technology, whilst travelling. Peter joined from the StarBws in West Wales, while Dr. Gardner connected from a LEO-equipped ScotRail train in the Scottish Highlands, this inaugural call took place on the 12th May 2025.
