Barry McNally is a transformation specialist with a background as a Royal Navy officer and over 15 years’ experience leading complex programmes across government, defence, financial services and local authorities. He is currently the lead consultant for Glasgow City Region’s Smart & Connected Social Places programme — one of the UK’s flagship 5G Innovation Region initiatives — delivering new approaches to housing, health and social care through connected technologies. His role ensures delivery at pace while meeting the highest standards of governance, assurance, financial control and stakeholder management. As founder of McNally Change & Transformation Consultants Ltd, Barry has supported organisations ranging from the Royal Navy and Government Property Agency to local authorities and regulators, helping them design target operating models, unlock investment cases, and deliver large-scale transformation portfolios worth up to £50m. His firm specialises in practical programme delivery, governance design, and business change that embeds long-term capability in client organisations. Barry’s work is defined by clear strategy, disciplined programme management, and a strong focus on people and organisational culture.
