Philip Powell is with the National Telecommunications and Information Administration (NTIA) and serves as the Regional Director of the South Region for the Broadband, Equity, Access, and Deployment (BEAD) Program. The BEAD Program is a $42.45 billion federal grant program that aims to connect every American to high-speed internet by funding partnerships to build infrastructure. Philip oversees a team of six Federal Program Officers (FPOs) across 11 states (AL, AR, FL, LA, MI, MO, NM, OK, SC, TN, TX) who provide guidance and technical assistance to state broadband offices as they implement their BEAD Program activities. Philip joined NTIA in September 2023 as the FPO for Arkansas and added Oklahoma to his responsibilities in June 2024. In June 2025, Philip became the Regional Director for the South Region. Prior to joining NTIA, Philip served as the Director of Local Affairs and Rural Development for Arkansas Farm Bureau. Philip worked on issues such as rural broadband access for farmers and ranchers in Arkansas. Philip has a M.S. in Agricultural Economics from The University of Arkansas, and a B.A. in American History from The University of The South.
