Director Regulatory - External & Legislative Affairs, AT&T

Megan Mullin is a leader in broadband policy and strategic engagement at AT&T, bringing over a decade of experience across a wide range of business and regulatory functions. In her current role in External Affairs, Megan manages the company’s engagement with government agencies, industry associations, and community partners to advance broadband deployment and ensure regulatory compliance.  
Throughout her career at AT&T, Megan has held key positions in strategic initiatives, the Chief Privacy Office, field operations, and customer experience strategy. Her work bridges technical, policy, and operational teams, ensuring AT&T’s programs are well-positioned for growth and aligned with the evolving regulatory landscape. 
Cameron Kilton

Cameron Kilton

CTO, Nextlink Internet 

Cameron Kilton is the Chief Technology Officer at Nextlink Internet, where he leads the strategic direction and execution of broadband technologies across 12 states. With over 25 years in telecommunications, he has built a career designing, deploying, and operating fiber-optic, fixed wireless, AMI, and cellular networks. 
At Nextlink, Cameron oversees wireless and fiber buildouts, vendor partnerships, spectrum strategy, and the company’s AI initiatives—leveraging large language models (LLMs) to drive automation, enhance customer support, and streamline operations. 
Known for his direct approach and ability to perform under pressure, Cameron brings a unique perspective rooted in hands-on experience with hardware manufacturing and global connectivity, including leadership roles at Alpha Wireless and Baicells. He was featured in Toggle Magazine for his efforts to bridge the digital divide across rural communities from Maine to Texas. Outside of the industry, Cameron is a dedicated father of nine in a blended family and an advocate for turning neurodiversity into a leadership strength. 
Charles Thomas

Charles Thomas

CSO, Rural Broadband Partners 

Charles Thomas is a highly experienced executive currently serving as the Chief Strategy Officer at Rural Broadband Partners, LLC (RBP). With a strong focus on growth and strategic initiatives, Charles plays a crucial role in expanding RBP’s services, particularly in the broadband sector. His expertise extends across various areas of telecommunications, including broadband, mobility, and IoT. 
Charles also serves as the Chief Operating Officer (COO) of Red Truck Communications (RTC), a subsidiary of Two-Hops Wireless (THW). RTC, a new customer-facing entity, focuses on providing full telecommunications services nationwide, including broadband, mobility, and Internet of Things (IoT) solutions. His leadership, particularly in scaling RTC's operations, reassures the audience of his ability to meet the growing demand for digital infrastructure nationwide. 
His career is marked by deep involvement in federal programs and state-level initiatives like the Virginia Telecommunication Initiative (VATI), and his strategic insight has been vital in successfully navigating complex regulatory environments. As COO of Data Stream Broadband, he honed his expertise in leveraging federal programs to drive business growth. 
In addition to his corporate roles, Charles Thomas is spearheading the transformation of Above Ground Level (AGL) into AGL Information and Technology, a digital magazine covering key topics such as broadband infrastructure, technology, AI, and federal programs. As Editor-in-Chief, he is deeply committed to creating insightful content that explores the future of digital ecosystems, keeping the audience informed and engaged. 
Charles' contributions are deeply aligned to bridge the digital divide, particularly in rural areas, through effective partnerships and strategic growth initiatives. 
Roger Timmerman

Roger Timmerman

CEO, Utopia Fiber 

Roger Timmerman is the CEO of UTOPIA Fiber and a broadband industry leader with over 20 years of experience in telecommunications and Information Technology. He has led the expansion of UTOPIA Fiber’s open-access fiber network to 23 cities, delivering high-speed internet to tens of thousands of subscribers.
His past roles include designing and building networks for Vivint Wireless, iProvo, and Brigham Young University, where he earned both BS and MS degrees in Information Technology. Timmerman is a recognized advocate for competitive, community-focused broadband infrastructure.

Over a decade at Comcast, Dan has supported various teams with a current focus on the company's federal, state and local government and community affairs teams. He is an award-winning marketing and communications professional adept at creating and managing multi-year projects that bring new audiences to an existing brand. Excellent writer and public speaker with on-air and press relations experience and well-rounded academic training and professional experience in management, marketing and strategy. 
Dan now provides advice and support to Comcast’s federal, state and local government and community affairs teams as they work to educate and inform policymakers about our innovations in reliability and security, delivered affordably and in a way that offers incredible value for consumers. 
Walt Donovan

Walt Donovan

VP Strategic Partnership, Dycom Industries 

Walt Donovan is the Vice President of Strategic Partnerships for Dycom Industries, Inc. (NYSE: DY), a leading provider of specialty contracting services to the telecommunications and utility industries. A veteran executive with a career defined by managing complex, large-scale infrastructure projects, Mr. Donovan is responsible for the development of high-level relationships and cost-saving solutions for the nation’s leading broadband and communication providers. With extensive experience in FTTx, Wireless, and Datacenter infrastructure, Mr. Donovan oversees strategic market identification and promotional development across Dycom’s diverse business units. 
Before Dycom, he held senior leadership roles at Qwest Communications, focusing on network construction, engineering, and operations. Mr. Donovan is recognized as a thought leader in the deployment of mission-critical broadband infrastructure. 
Andrew Lipman

Andrew Lipman

Partner, Morgan Lewis & Bockius, LLP 

Andrew D. Lipman practices across a wide range of communications law matters, including regulatory, transactional, litigation, legislative, and land-use issues. His clients span both the public and private sectors and include providers of local, long-distance, and international telecommunications; internet and wireless services; satellite and broadcasting; competitive video services; telecommunications equipment manufacturing; and other advanced technologies. He has also managed telecommunications privatizations across Europe, Asia, and Latin America.
Andy has played a key role in opening the U.S. local telephone market to competition, contributing to major legal and regulatory initiatives at the FCC, state public service commissions, Congress, and the courts. He helped shape critical provisions of the Telecommunications Act of 1996 and applied similar strategies to expand competition internationally. His work includes securing early competitive service and interconnection agreements in Europe and Japan, as well as advising on and negotiating telecom user agreements.
For nearly a decade, Andy served as senior vice president of legal and regulatory affairs at MFS Communications, a company he co-founded and helped grow from startup to its $14.4 billion sale to WorldCom. He is a prolific author and speaker on telecommunications, with more than 170 articles and five books to his name, and has appeared on NPR, C-SPAN, Bloomberg, and ABC News.
Andy has served as general or regulatory counsel to leading telecommunications associations, sits on the boards of five publicly traded companies, and co-founded the Association of Local Telecommunication Services, serving as its first chairman. Prior to joining Morgan Lewis, he was a partner at an international law firm and earlier held roles with the U.S. Department of Transportation and the California Supreme Court.
Joseph Wender

Joseph Wender

Executive Director, SHLB Coalition 

Joseph Wender serves as Executive Director of the Schools, Health, and Libraries Broadband Coalition (SHLB), where he leads efforts to ensure that every school, library, and healthcare provider has access to affordable, high-speed broadband. He previously served as Director of the Capital Projects Fund, overseeing the $10 billion program at the U.S. Department of the Treasury and helping to ensure that all communities have access to modern internet access.
He also worked for 13 years on Capitol Hill, including as Senator Ed Markey’s Senior Policy Advisor, where he led a team covering a wide range of issues including telecommunications and infrastructure. Wender additionally worked as then-Representative Markey’s Legislative Director. Prior to working for Markey, Wender served as Counsel for the House Transportation and Infrastructure Committee. He received his BA from Wesleyan University and graduated magna cum laude from Harvard Law School.  
Stephen Rose

Stephen Rose

CEO, Render Networks 

Stephen Rose is CEO of Render Networks and a technology executive with more than 25 years of experience in telco and digital infrastructure. He has held senior leadership roles at IBM and Nokia, including on the leadership team of the Nobel Prize-winning Nokia Bell Labs.
