Jeff Erwin is the Chief Operating Officer of UTOPIA Fiber, one of the nation’s leading open access fiber networks. In his role, he oversees day to day operations and helps lead network expansion, partner support, and service delivery across multiple markets. Jeff works at the intersection of infrastructure strategy, operations, and execution, with a focus on building scalable open access models that increase competition, improve customer choice, and support long term community outcomes.

He has extensive experience managing complex multi stakeholder and multi vendor environments, including network deployment, operational readiness, maintenance planning, and partner coordination. Jeff is also actively involved in supporting open access network initiatives beyond Utah, helping communities and regional entities evaluate and implement modern broadband operating models.
