Stephen LeBlanc, Former Chief of Staff, US Government Publishing Office

Stephen LeBlanc has over 45 years of experience in federal leadership, global military operations, and the management of large-scale industrial production. As a retired senior executive in the U.S. federal government and a retired Marine Corps officer, LeBlanc possesses a proven record of driving multi-million-dollar revenue growth, managing complex supply chains, and spearheading national security initiatives. Federal Leadership & Strategic Operations During his 20-year tenure at the U.S. Government Publishing Office (GPO), LeBlanc served as the agency’s Chief of Staff, acting as a senior advisor to the Director on federal policies, strategic plans and the management of critical Congressional and Inspector General relationships. As a GPO Managing Director, he scaled a start-up business unit into a $450M annual revenue powerhouse. He led over 300 personnel in multiple secure facilities and managed the complex secure supply chains to produce all U.S. electronic passports and many secure federal border crossing ID credentials. Notably, he led the GPO’s role in the joint interagency effort to design, produce and launch the U.S.’s first electronic passport in 2005. Global Impact & Private Sector Excellence A respected figure in the global secure credential industry, he collaborated with the State Department, ICAO’s New Technology Working Group, and key ISO organizations to help establish worldwide passport and identity credential standards. LeBlanc has provided keynote speeches and panel talks at both national and international secure identity and credential conferences. He served as a U.S. Diplomat and Marine Corps Attaché at the U.S. embassy in Canberra, Australia. In the private sector, he directed high-volume production and distribution operations for The Washington Post, managing a unionized workforce of 500+ to meet strict deadlines for the daily delivery of over 850,000 newspapers. Military Service & Academic Credentials A retired Marine Officer and CH53 helicopter pilot, LeBlanc commanded a helicopter squadron, deployed in operations across the globe to include missions during Operations Desert Shield/Storm and Restore Hope. He served in the Marine Corps for 23 years, earning two Meritorious Service Medals and an Air Medal with Strike Flight during his distinguished career. He holds an MBA from the University of Rochester, a Master of Strategic Studies from the U.S. Army War College, and a bachelor's degree in biology from Villanova University. A Lean Six Sigma Black Belt, he combines rigorous analytical discipline at the operational and strategic levels to deliver results in a variety of high-stakes environments.
