Biotechnology Industry Research Assistance Council (BIRAC) is a not‑for‑profit Section 8 Public Sector Enterprise under the Department of Biotechnology (DBT), Ministry of Science & Technology, Government of India, headquartered in New Delhi. It functions as an interface agency to strengthen and empower India’s emerging biotech enterprise, especially startups and MSMEs, through strategic research funding and innovation support.
Key Functions and Instruments
• BIRAC runs competitive funding schemes (grants, equity, and risk-sharing instruments) for startups, SMEs, industry–academia consortia, and public research institutions, covering discovery to late‑stage validation and scale‑up.
• It also supports incubation, technology transfer, IP management, mentorship and partnerships, positioning itself as an industry–academia interface rather than just a funding body.
