Hugh Shepherd Jr. is a cybersecurity and digital infrastructure advisor with over 25 years of global experience spanning government, enterprise, and emerging markets. As Founder and Principal Consultant of HSJR Global Solutions, he leads strategic advisory, research, and training initiatives focused on cybersecurity, smart cities, AI, cloud, and digital connectivity—particularly across the Indo-Pacific and underserved regions.

Hugh has served as a Digital Infrastructure Advisor to USTDA, a cybersecurity advisor to governments and NGOs, and previously held leadership roles at Deloitte Consulting supporting U.S. federal agencies. He brings a unique ability to bridge technical depth and strategic vision, advising on cyber risk frameworks (NIST RMF, ISO 27001), infrastructure planning (5G, Open RAN, FTTP), and tech policy development.

He holds an MBA and MSc in Technology Management from the University of Maryland Global Campus, and additional credentials from Johns Hopkins University. He is a CISSP, Certified Ethical Hacker (CEH), and a contributor to global standards training content. A U.S. Army veteran, Hugh is passionate about mentoring, inclusion, and enabling digital transformation in emerging economies.
