Denys Nazarenko is CIO Advisor at Kyiv City Council, where he leads digital strategy and operational transformation to deliver citizen-centred services in demanding conditions. His systems-thinking approach addresses critical urban challenges across public safety, data governance, AI, energy resilience, and integrated platforms. Before joining Kyiv City Council, he spent five years in the telecom sector with Ukrtelecom, where he ran a major transformation programme delivering a new operating model and gained a commercial perspective on how digital infrastructure creates opportunities for both residents and markets. Beyond Kyiv, Denys also serves as Global Ambassador for Digital Resilience and Governance Innovation. He sees trust not only as an ethical principle but also as an operational requirement, achieved through service design that makes government more accountable and reliable. His work is rooted in embedding resilience as a culture of change and building standards-compliant, procurement-ready partnerships that deliver measurable outcomes for communities in the UK and worldwide.
