Ms. Vũ Lưu Xuân Hà, also known as Victoria, is the Founder and CEO of UV+D (Urban Vision + Dynamics) — a pioneering urban venture focused on advancing sustainable, technology-driven urban development. Founded in March 2025, UV+D explores experimental approaches to future-city design through its signature UPM and CBTS frameworks, integrating emerging technologies with sustainable urban strategies. The venture aims to redefine urban environments with adaptable, scalable, and resilient solutions.

Ms. Hà is an accomplished urban designer with a distinctive focus on community-driven development and nature-based solutions (NbS), combined with a specialization in UrbanTech innovation. Her work brings a new systems-thinking approach to Vietnam’s urban design field, shaped by international experience across Southeast Asia, the UK, the EU and UAE. Her practice intersects technology, ecology, and urban planning to shape inclusive, resilient, and future-ready cities.

Prior to founding UV+D, Ms. Hà held various leadership roles, including Urban & Master Planner at NDA Group, and Architectural & Urban Designer at LOOK Architects. She contributed to major projects such as the Sa Dec Flower World, Blue Wave Bay City (New Urban at Division 3, Ninh Thuan), and the Ninh Thuan National Coastal Tourist Planning Project — where she led practical, forward-thinking strategies for sustainable energy and net-zero development in one of Vietnam’s key renewable energy zones.

Ms. Hà holds an advanced Bachelor’s degree in Urban Design from the University of Architecture Ho Chi Minh City and KU Leuven.
