Special Agent Richard P. Dunwoodie was appointed the acting Executive Assistant Director (EAD) of the Directorate of Operational Technology and Cyber Innovation (OTCI), Naval Criminal Investigative Service (NCIS) Headquarters, Quantico, VA, in October 2024. He leads a team of multi-disciplinary subject matter experts who provide innovative technical support to the global activities. He also oversees cyber investigations and operations to defeat threats to the Department of the Navy (DON). He exercised similar responsibilities as the former Assistant Director of OTCI (2022-2024). His leadership has been instrumental in delivering advanced technological support and cyber investigative and operational capabilities in furtherance of the NCIS mission to prevent terrorism, safeguard technology and classified information, and reduce crime to promote DON interests and U.S. warfighter readiness. EAD Dunwoodie served previously as the Special Agent-in-Charge of the NCIS Cyber Operations Field Office, Washington, DC (2020-2022); and as the Division Chief for Neptune Silo, NCIS Headquarters (2018-2020). In these capacities, he led modernization of the NCIS technology protection program, adopting a multi-disciplinary approach, to counter adversarial activities targeting sensitive DON technologies. EAD Dunwoodie began his career with NCIS in 2004, assigned to the NCIS Norfolk Field Office, Norfolk, VA (2004-2008). He was assigned subsequently to NCIS Resident Unit Marine Corps Logistics, Albany, GA (2008-2014), and then NCIS Resident Agency, Jacksonville, FL (2014-2018), as the Supervisory Special Agent for the NCIS Southeast Field Office Economic Crimes Center of Excellence. EAD Dunwoodie deployed to Iraq in 2005 in support of a Joint Interagency Task Force. He deployed again in 2007 to the Arabian Gulf as the Special Agent Afloat in support of the USS HARRY S. TRUMAN (CVN 75) Carrier Strike Group. Prior to joining NCIS, EAD Dunwoodie served 12 years on active-duty as a U.S. Marine with the law enforcement community, including assignments in Albany, GA; Camp Lejeune, NC; and Okinawa, Japan. EAD Dunwoodie earned a Bachelor of Science Degree in Criminal Justice with honors from Troy State University. He has twice received the NCIS Special Agent of the Year Award (General Crimes and Economic Crimes). His decorations include the Navy and Marine Corps Commendation Medal, the Global War on Terrorism Service Medal, the Joint Civilian Service Achievement Medal, the Navy Civilian Service Achievement Medal (5), and the Navy Civilian Expeditionary Medal.
