Eisen Lowell Goco, Supervising Transportation Development Officer, Department of Transportation - Philippine Railways Institute


Eisen Lowell A. Goco has been with the Philippine Railways Institute for over five years, starting in September 2019 as a Training Specialist III. In this role, he focused on enhancing the core competencies of railway personnel. In July 2023, he took on greater responsibilities as Supervising Transportation Development Officer, leading the Planning and Research Section under the Research and Development Division. His contributions reflect a strong commitment to planning and research in transportation development.  

Eisen has contributed significantly to initiatives advancing the railway sector:

Philippine Railway Conference (PhilRailCon): A PRI-hosted flagship event promoting collaboration and innovation in railway training and research.
LunChat: A live PRI webinar on Facebook discussing key topics in the railway industry.
TrackTalks: A PRI-Transportation Science Society of the Philippines collaboration offering exclusive engagement opportunities for Philippine RailSearch Network members.
Philippine Railway Safety Guidelines: Enhanced safety protocols benefiting railway personnel and passengers.

Alongside his full-time role, Eisen serves as a part-time mentor at the Asian Institute of Management, where he shares practical knowledge and industry experience with future leaders. He has also been an Adjunct Faculty member at the Polytechnic University of the Philippines' Graduate School, teaching in the Professional Science Master's program in Railway Engineering Management.  

Eisen’s teaching background includes earlier roles as an Adjunct Faculty member at Mindoro State University (2012–2014) in the Master in Public Administration program and as an undergraduate faculty member at the City College of Calapan (2009–2010), teaching courses in Information Systems.  

Academically, Eisen holds a Master in Public Management from Ateneo de Manila University, completed in 2008, and is currently pursuing further specialization in environmental planning through a Master in Management at the Philippine Christian University.
