ATTY. HANDEL T. LAGUNAY
Provincial Legal Officer, Province of Bohol Atty. Handel Tumulak Lagunay earned his Bachelor of Laws degree from Silliman University in 1995 and was admitted to the Philippine Bar in 1996, beginning a career that spans corporate practice, litigation, public administration, and policy work. He served as City Legal Officer of Tagbilaran in 2000, Provincial Legal Officer of Bohol in 2004, and then as Provincial Administrator in 2010 until the end of term in June that year. In July 2022, he returned to provincial service and continues to serve as Provincial Legal Officer. As Provincial Legal Officer, he provides legal guidance to the provincial government, reviews contracts and policies, ensures regulatory compliance, and advises the Governor, executive departments, and the Sangguniang Panlalawigan on governance and development matters. He also leads key governance processes as Chair of the Bids and Awards Committee, Vice Chair of the Local Finance Committee, and member of the Bohol Investment Board, among others. Beyond government work, Atty. Lagunay is an Eagle Scout of the Boy Scouts of the Philippines, a Lions Club member, and past national president of The Gideons International in the Philippines.
