Daphne Marcelo is an experienced road safety specialist and licensed attorney. She graduated Cum Laude with a Bachelor of Science in Management Engineering and earned her Juris Doctor from the Ateneo de Manila University. Daphne’s legal and management expertise has been pivotal in her extensive work in injury prevention focusing on road safety, particularly in policy development and stakeholder engagement across low- and middle-income countries. Presently, she is a consultant for the Global Road Safety Partnership which is hosted by the International Federation of Red Cross and Red Crescent Societies (IFRC). She is also Road Safety Data and Policy Specialist at BM Limited providing support to the Asian Development Bank as secretariat of the Asia-Pacific Road Safety Observatory. With over six years of experience in public policy Daphne has contributed to key road safety initiatives through her roles as Project Manager with ImagineLaw and Legislative Staff Officer at the Senate of the Philippines. She has drafted national and subnational legislation, developed road safety guidelines, and implemented capacity-building programs. Daphne’s work has earned her recognition, including the Prince Michael International Road Safety Award (2023), and she is a Fellow in the Global Road Safety Leadership Course Alumni Fellowship Programme by Johns Hopkins Bloomberg School of Public Health and the Global Road Safety Partnership. Her commitment to improving road safety and policy has made her a leading advocate for injury prevention and sustainable transport.
