Delano is an infrastructure and project finance professional with 20 years of experience, specializing in Public-Private Partnerships (PPPs) and the structuring of blended finance platforms. He has a strong track record in mobilizing and integrating private sector capital and catalytic capital from multilateral development banks (MDBs), development finance institutions (DFIs), and philanthropic organizations into commercially viable project finance structures. Currently, Delano serves as Head of the Public Sector Financing II Division at PT Sarana Multi Infrastruktur (Persero), Indonesia’s development finance institution under the Ministry of Finance. In this role, he is responsible for originating and managing innovative blended finance platforms designed to crowd in private sector participation and de-risk strategic infrastructure investments. He oversees key initiatives including the SDG Indonesia One Platform, which facilitates partnerships with international development partners; the Geothermal Exploration Fund, which addresses early-stage resource risks in renewable energy projects; and the Energy Transition Mechanism Country Platform, which supports Indonesia’s transition toward a low-carbon economy. Through these platforms, he plays a central role in aligning concessional and commercial financing, structuring bankable projects, and strengthening collaboration between government stakeholders, development partners, and private investors.
