Serene is currently a Senior Digital Development Specialist at the World Bank Group. She works on a range of global and regional analytics to support policy reforms, digital transformation and green digital solutions. She also assists governments to design and implement investment operations across the East Asia Pacific, South Asia, and Middle East and North Africa regions.
She brings with her over 20 years of experience in the Singapore public service, where she had led large and complex whole-of-government programmes that helped agencies leverage digital technology to fundamentally change processes and reinvent how they work and deliver value to improve lives. Serene travelled extensively to advise foreign governments, including spending 3 years with Qatar’s Ministry of Transport and Communications.
Serene holds a master’s degree in Economics from the University of Kent at Canterbury, United Kingdom, and a Bachelor of Arts in Economics from the National University of Singapore.
