Tim Roufa, Portfolio Director, Identity Credentialing, AAMVA

Tim Roufa began his life in public service in 1999, working in the Florida House of Representatives Bill Drafting Services Office. In 2001, he joined the Florida Department of Highway Safety and Motor Vehicles as a State Trooper, where he served for more than 22 years in various roles including traffic homicide investigations, training academy instructor, and assistant training academy director. In 2015, he was appointed to the rank of Major as the FHP’s Chief Technology Officer. In 2021 Tim was appointed Chief over the newly formed Administration and Technology Command, taking on FHP’s administrative functions including fleet-property management, budget, and business intelligence in addition to his CTO responsibilities. During his time with FHP, Tim volunteered as a research mentor to up-and-coming law enforcement leaders and served on Florida’s Criminal and Juvenile Justice Information Systems Council; as the State Law Enforcement Chiefs Association Technology Committee Chair; and on the American Association of Motor Vehicle Administrators (AAMVA) Card Design Standards and Joint mDL subcommittees. He retired from the FHP in late 2023 to join the AAMVA Identity Management team. At AAMVA, Tim serves the AAMVA Identity Management Programs and Services team by providing guidance and support to the Program Managers for the IDM Outreach & Education, Physical Credentialing, Digital Credentialing, and AAMVA Digital Trust Service departments. Tim holds a Bachelor of Science in Political Science from The Florida State University and is a graduate of the Florida Criminal Justice Executive Institute’s Senior Leadership Program and Executive Leadership Seminar, and of the International Association of Chiefs of Police Leadership in Police Organizations program. He is an active member of the IACP Law Enforcement Information Technology Section and the IACP State and Provincial Police Division.
