Florencia Becerra, IT Governance Section Chief, Organization of American States

Florencia Becerra is a technology and business leader specializing in IT governance, risk management, and digital transformation across multilateral and financial institutions. She currently serves as Section Chief - IT Governance at the Department of Information Technology Services at the Organization of American States (OAS), where she leads Governance, Risk and Compliance (GRC) and Enterprise Architecture (EA) initiatives and oversees identity and access management, and responsible AI among others. Previously, she held roles at the Inter-American Development Bank and BBVA, driving operating model transformations, portfolio governance, and IT risk and security practices. A telematics engineer with a Master’s in IT Business Management and an executive certificate in Strategy and Innovation from MIT, she combines strong technical foundations with strategic, business-focused leadership. She is fluent in Spanish, English, and Portuguese and frequently works at the intersection of technology, regulation, and organizational change in the Americas.
