Paul leads the ATO’s Small Business Case and Technical Leadership (CTL) branch. CTL provides specialist technical and case leadership, private rulings and advice to small businesses, supports the implementation of new government measures, and identifies opportunities to improve the operation of the tax system. Paul is passionate about helping small businesses by providing greater certainty, reducing unnecessary complexity, and building confidence in the tax and superannuation systems. 

Paul was previously Secretary and Tax Counsel at the Board of Taxation, where he worked with business, the tax profession and government to improve the design and operation of Australia’s tax system. He has also held a range of Assistant Commissioner roles at the ATO and has spent time at Treasury on secondment. Prior to joining the ATO, Paul held senior roles in professional services advising businesses on tax matters.
