Andrey Kuzin is Chief Technology Officer at Cellcard, Cambodia’s leading telecommunications operator and part of the Royal Group. He oversees the end-to-end technology strategy, operations, and infrastructure across mobile, fixed, fiber, tower, and subsea networks. Appointed to unify the Group’s technology assets, his remit spans architecture, rollout, operations, security, and governance across four telecom entities, managing over 480 engineers.

With more than two decades of international experience, Andrey previously served as Lead CTO for Network Strategy at Axiata and Chief Technical Officer at Smart Axiata, where he led major network rollouts, data center projects, and next-gen service launches including VoLTE, VoWiFi, eSIM, and 5G trials. His earlier roles span project leadership at MTS, Huawei, and national network infrastructure management in Russia.

He brings deep expertise in fixed-mobile convergence, network modernization, enterprise architecture, and cyber governance. A graduate of Far Eastern State Technical University in Computer Science, he also completed INSEAD’s Transition to General Management programme.
