Ceren Clulow is a nationally recognised strategic leader with over 18 years’ experience in local government, delivering place-based digital innovation that improves lives and drives local economic growth. She was most recently the Programme Director for Connecting Cambridgeshire, where she led one of the UK’s most advanced digital infrastructure programmes – spanning next-generation broadband, mobile connectivity, and smart technology initiatives.
Prior to that, Ceren spent over a decade at Nottinghamshire County Council, where she not only delivered multi-million-pound broadband programmes but also pioneered 5G innovation projects, trailblazing the use of emerging technologies to solve real-world challenges and promote digital inclusion.
She is known for leading complex, multi-agency programmes in partnership with central government, elected members, district and borough councils, funding bodies, and a diverse network of national and international collaborators. Ceren has also chaired national working groups on digital connectivity, helping to shape national strategy and best practice. In 2022, she was honoured with the LGC Award for Outstanding Individual Contribution in recognition of her leadership and impact.
