Tom Painter is General Manager, West Midlands Rail Executive (WMRE) / Head of Rail, Transport for West Midlands (TfWM), leading the development and delivery of local rail policy for the region. WMRE has worked collaboratively with the Department for Transport since 2015, including to specify, procure and manage the West Midlands franchise and later the West Midlands National Rail Contract. It is now working with government and the rail industry on a partnership with the future Great British Railways. WMRE is a limited company owned by the local transport authorities of the West Midlands including TfWM. Its aim is to support the economy and communities of the region by creating a locally accountable railway that is integrated into the wider transport network. Tom has spent his entire career in transport, starting in bus before taking up roles in operations and contract management at Chiltern Railways. He has been with WMRE since 2017. A resident of the West Midlands and a graduate of the University of Birmingham, Tom is keen to give something back to the region that helped to shape him. He is also the Chair of the Worcestershire Community Rail Partnership.
