Graham has 47 years’ experience as a marine geoscientist and is Managing Director Global Subsea Cable Business for the EGS Survey Group of companies, and co-founder and Director of EGS Survey, Australia and EGS Americas, USA. Graham has specialized in submarine cable route planning and survey since 1990, and is a regular speaker at international submarine telecommunications conferences worldwide.
Graham was a contributing author of Submarine Cables: The Handbook of Law and Policy published by Brill 2013; and contributed to, and participated in, the National Geographic documentary Drain the Oceans - Mysteries of the China Seas released in 2018.
Graham is entering his tenth year in a leadership role with the International Cable Protection Committee (ICPC) being elected Vice Chairman April 2025 having served two maximum terms as Chairman from 2016 to 2019; and 2022 to 2025, and a three-year term as ICPC Vice Chairman (2019 to 2022). Graham is engaged in ICPC priority outreach initiatives with the International Seabed Authority (ISA); International Hydrographic Organization (IHO); and initial stages of the Biodiversity Beyond National Jurisdiction (BBNJ) treaty negotiations and related Inter-Governmental Conference activities at the United Nations; leading two side events. Has supported ICPC engagement and relationship building with the ISA at both Council and Assembly meetings; leading two ICPC side events and a jointly organized ISA/ICPC Deep Seabed Mining and Submarine Cables Workshop in Bangkok. Played a key role in developing an MoU with the IHO and continues to be actively engaged with key IHO working groups; and is Chairman of the ICPC Charting Working Group. Graham has been a contributor to Submarine Cable Network Security and Strategies Workshops organized by the Ministry of Internal Affairs and Communications and Keio University, Japan and Sasakawa Peace Foundation USA. Graham also served on the SubOptic Executive Committee from 2007 to 2023, and has participated as an advisor to Terrapinn, organizers of the annual Submarine Networks World Conference in Singapore.
