Mr. Trần Huỳnh Ngọc is the Deputy Director of the Training, Research & Development Center at Power Engineering Consulting Joint Stock Company 2 (PECC2), one of Vietnam's leading companies in the energy sector. He holds a Doctor of Engineering (D.Eng) in Power System Engineering from The University of Tokyo.

With nearly 40 years of experience, PECC2 has earned a strong reputation in Vietnam’s energy industry, specializing in the survey, design, supervision, and construction management of power generation and transmission projects. To date, PECC2 has delivered over 100 large-scale power generation projects and numerous grid projects across Vietnam, as well as select projects within the region.

PECC2 operates in three primary areas:

1.    Power construction consulting,
2.    Business services, including EPC contracting, mechanical fabrication, equipment production, and power plant operations management,
3.    Power generation investment, with a focus on renewable energy projects.

The Training, Research & Development Center (TR&D) was established in 2020 through the merger of PECC2’s Energy Training Center and its Research & Development Center. The center plays a crucial role in advancing PECC2’s expertise and fostering innovation in power engineering and renewable energy.
