Owen Hughes is the Interim Energy Services Manager for Portsmouth City Council, responsible for all aspects of energy. This includes non-domestic project identification and delivery, domestic retrofit roll-out, fuel poverty mitigation and energy procurement, metering, and compliance. In my 10 years at the Council, I’ve overseen and supported several of the Council’s most significant energy projects — including some of the UK’s largest solar car park and battery installations at Portsmouth International Port and Lakeside North Harbour, and large‑scale domestic retrofit programmes such as the Warm Homes initiative and the Home Upgrade Grant scheme, helping residents improve energy efficiency and reduce energy costs.
