LIBBY CHAPLIN
CEO, BATTERY STEWARDSHIP COUNCIL – B-CYCLE ADMINISTRATOR
Libby is an expert in product stewardship and sustainability, specialising in the environmentally sound management of products across their lifecycle. She has
extensive experience in e-waste and battery stewardship, drawing on practical, on-the-ground knowledge from her work in the United States, Canada, the Republic
of Korea, and Australia. BSC administers B-cycle, Australia’s national stewardship scheme for batteries, launched in 2022. B-cycle Program Highlights

  • Importers voluntarily contribute a levy on batteries under 5kg imported into Australia.
  • $66,691,996 has been raised in levies since the Scheme’s launch.
  • B-cycle verifies recycling outcomes and provides rebates to accredited participants.
  • Since launch, B-cycle has paid $56,415,550 in rebates to the recycling sector.
  • B-cycle has enabled the diversion of 11,458 tonnes of batteries away from general waste and kerbside recycling streams.
  • This includes 92,618,8331 lithium-ion batteries that otherwise posed a significant fire risk to waste and recycling systems.
  • BSC has been a strong advocate for regulation to support accelerated outcomes to reduce battery risks and make the waste and recycling sector safer.
  • BSC has just been re-authorised by the ACCC with a new design that will enable B-cycle to:
    • broaden its scope to include higher risk batteries and battery products
    • diversify the mix of participants
    • invest in behaviour change
    • rapidly increase diversion
