With over 30 years of experience, Greer Johnson Gillis is a forward-thinking transportation executive known for driving organizational change through 21st-century multimodal initiatives and delivering large-scale infrastructure projects. She currently serves as Senior Vice President and Chief Infrastructure & Development Officer for the Jacksonville Transportation Authority (JTA). In this role, she leads the Systems Development Division, overseeing strategic initiatives and the capital program that directly impact mobility across Jacksonville. She is responsible for implementing project development best practices, advancing autonomous mobility and innovation, and fostering economic opportunities for small businesses throughout Northeast Florida. Ms. Gillis brings over 14 years of executive-level experience in both public and private sectors. Her public service includes leadership roles in Washington, D.C., such as Commissioner on the Public Service Commission, Director of the Department of General Services, and Deputy Director at the District Department of Transportation. In the private sector, she served as Area Manager for the Washington, D.C. office of Parsons Brinckerhoff. Her contributions have earned national recognition. In 2014, she was honored by President Obama and U.S. Transportation Secretary Anthony Foxx as a White House Champion of Change: Transportation Ladders of Opportunity. In 2022, she received the COMTO Thomas G. Newsom Founders’ Leadership Award, the organization’s highest honor. Mrs. Gillis is a member of ITS America and serves on the Autonomous Vehicle Committee. She is also the Vice Chair of the ACES Mobility Coalition and actively involved in national organizations including APTA, WTS, and COMTO. She holds both bachelor’s and master’s degrees in civil engineering from the Georgia Institute of Technology and is a licensed Professional Engineer in Washington, D.C. and Virginia.
