As a Senior Program Manager at IREC, David helps improve rules, regulatory policies, and technical standards to streamline the installation of solar PV, energy storage, and electric vehicle charging infrastructure. He focuses on improving state interconnection standards and utility service connection processes. He recently co-authored an EPRI technical report titled A Grid Connection Roadmap for Utilities to Support Small Electric Vehicle (EV) Customers, which aims to help accelerate new EV service connections and improve transparency across the electric utility, small fleet, and multi-family housing (MFH) landscape. David holds a B.S. in Political Science and Communication Studies from Towson University and a M.S. in Energy Policy and Climate from Johns Hopkins University.
