Pedro Bento Director of Toll Systems & Business Development, Milligan Partners LLC Pedro is a seasoned executive with 20 years of experience in the tolling industry, specializing in business development, strategic consulting, and cutting-edge toll systems. He has built a distinguished career leading large-scale projects, opening new markets, and forging trusted relationships across the globe. Currently, as the Director of Toll Systems & Business Development at Milligan Partners, Pedro manages key client relationships and leads high-impact projects. He is spearheading a major consulting initiative advising MPTC on the introduction of an Open Road Tolling (ORT) system in the Philippines. Pedro has held leadership positions at top-tier firms in the tolling and mobility sectors, including:

• Verra Mobility – As European Vice President, he led operations across London, Budapest, and Paris.
• A-to-Be (Brisa Group) – As Executive Director, Global Sales and Marketing, he expanded the company’s presence in the U.S. and Latin America, securing several contracts in different States.
• Q-Free – As Vice President for Europe and Latin America, he was responsible for over 50% of the company’s corporate revenues.

Beyond the private sector, Pedro has extensive experience in government and regulatory roles. As an Executive Director & Board Member at SIEV, Portugal’s tolling regulator, he defined and monitored the legal framework for electronic tolling. He also advised the Portuguese Secretary of State for Public Works, Transportation, and Communications, leading the introduction of Multi-Lane Free-Flow (MLFF) tolling in Portugal. Pedro began his career as a Senior Consultant at PricewaterhouseCoopers, focusing on infrastructure, transportation, and regulatory projects, and previously served as an Air Force Officer in the Portuguese Air Force, where he gained experience in leadership, SAP consulting, and international cooperation. He holds an MBA from ISEG-UTL Lisbon and a Postgraduate degree in Leadership from the Air Force Post-Graduate Institute.
