Stewart has over 40 years’ experience as an economic policy analyst providing advice to the Australian and Victorian governments — primarily with the Productivity Commission and its predecessors (IAC, IC, BIE) and with the Victorian Competition and Efficiency Commission. He has concurrently worked in the competitive neutrality policy and complaint investigation field since that policy’s introduction in the 1990s — most recently as the Director of the Australian Government Competitive Neutrality Complaints Office. In that field he has been joint or sole investigator of almost 60% of all complaint investigations at the Australian Government level as well as providing advice to various state governments on competitive neutrality policy and issues raised in state level competitive neutrality complaints. His most recent investigations dealt with complaints against Australian Hearing, NBN Co and Australia Post. Stewart is a keen martial artist (3rd dan in judo), with Victorian and ACT titles to his credit. He is currently based in Canberra, where he has coached at the ANU Judo Club for over 40 years.
