Dylan Quah is the Chief Executive Officer of Telcotech, a leading telecommunications infrastructure provider in Cambodia. He oversees domestic fiber networks, subsea and terrestrial international connectivity, and data center services, driving the company’s role in supporting Cambodia’s digital transformation and economic growth.

With over 25 years of experience in telecommunications, corporate strategy, and digital transformation, Dylan specializes in business turnaround, project management, and enterprise innovation. Before becoming CEO, he served as Deputy CEO of Telcotech, leading business growth strategies, cost optimization, and industry innovation.

Prior to joining Telcotech, he held key leadership positions at Cellcard (CamGSM), Celcom Axiata, Astro, and DiGi Telecommunications, where he spearheaded initiatives in corporate strategy, PMO, customer experience, and digital enablement. He has extensive experience in driving large-scale technology projects, strategic partnerships, and operational efficiency.

Dylan holds a Bachelor’s degree in IT Management from the University of Southern Queensland and is certified in Lean Six Sigma, PRINCE2, Agile, and Digital Transformation.
