Shinya Shimada, Deputy Director-General for Emerging Technology Strategy, Ministry of Internal Affairs and Communications, Japan

Mr. SHIMADA, Shinya, the Deputy Director-General for Emerging Technology Strategy at Japan's Ministry of Internal Affairs and Communications (MIC), leads policy initiatives related to digital infrastructure, economic security, and international cooperation in the areas of 5G/Open RAN, AI RAN, optical submarine cables, data centers, and satellite communications. During his more than two-decade career at MIC, Mr. Shimada has held roles in legislation, diplomacy, and entrepreneurship. His portfolio includes regulatory work on the Telecommunications Business Act and the Broadcasting Act; the international rollout of Japan's digital television standards; and the organizational reform that established the MIC Global Strategy Bureau. Mr. Shimada served as a diplomat at Japan's Permanent Delegation to the OECD in Paris for three years and then took a position as Chief Strategy Officer at a Tech startup in Northern Virginia, where he led the company's incorporation, fundraising, and business development. Mr. Shimada holds an LL.M. from Boston University School of Law (2005) and an LL.M., with honors, from Northwestern University School of Law (2006).
