As Smart City Manager, Vincent develops data-driven smart city infrastructure and digital equity programs. Vincent plays a key role in the Syracuse Surge strategy – the Mayor’s strategy for inclusive growth in the New Economy. He supports the development and implementation of local digital equity plans, including Surge Link, a municipal-owned broadband network, to address the digital divide in Syracuse.

By leveraging innovative fixed-wireless technology for a speedy and robust network deployment, subscribers now receive 100/100Mbps service at just $10/month. Named New York’s Flagship Smart City by the New York Power Authority and a Digital Inclusion Trailblazer by the National Digital Inclusion Alliance, the City of Syracuse is dedicated to investment in digital infrastructure that improves the quality of life for residents and efficiency of City services, while driving economic growth for the region.
