Andrew is the Director of Broadband & New Power Supply at Whatcom PUD, a public utility district in Ferndale, Washington. In this capacity he oversees the District’s activities related to expanding access to high-speed broadband services within the greater Whatcom County community. Mr. Entrikin is the past manager of SkagitNet, LLC, a joint operating entity of the Port of Skagit and Skagit County Public Utility District. He oversaw construction and operations of a county-wide middle mile fiber optic network with the goal of bringing reliable internet to rural areas of the community. Andrew has served as an invited speaker in conferences and panel discussions on the concept of building publicly owned, open access and non-discriminatory wholesale dark fiber optic models. His GIS mapping and business development methodology, used by numerous rural communities around the State of Washington, has helped secure more than $100 million in broadband grant funding. He holds a masters degree in communication from Gonzaga University and completed a postgraduate program in marketing management at Harvard University. He has served as president and board member of the United Way of Skagit County, Burlington Chamber of Commerce, Sedro-Woolley Chamber of Commerce, and Padilla Bay Foundation.
