Thomas Tsai, Chief Medical Advisor, Ginkgo Biosecurity

Thomas C. Tsai, MD, MPH serves as Chief Medical Advisor for Gingko Biosecurity. In this role he provides strategic leadership on improving hospital-level wastewater surveillance and digital epidemiology tools. He is Co-Director of the Healthcare Quality and Outcomes Lab at HSPH where he leads research on healthcare quality and equity; health policy evaluation; and health systems resilience. He is an expert on Medicare payment and delivery reform. Dr. Tsai’s research bridges healthcare delivery and public health to inform innovative care delivery models. He is a strategic advisory council member of the Common Health Coalition. He previously served as Senior Policy Advisor to the Assistant Secretary for Planning and Evaluation in the U.S. Department of Health and Human Services in the Obama Administration. During the COVID-19 public health emergency, he served as Senior Policy Advisor for the COVID-19 Response in the Biden Administration and the Testing and Treatment Coordinator on the White House COVID-19 Response Team. He is an Assistant Professor of Surgery at Harvard Medical School; Assistant Professor of Health Policy and Management at Harvard T.H. Chan School of Public Health; and a practicing surgeon at Brigham and Women’s Hospital.
